Oprichting internationaal Blue Shield coördinatiecentrum

Den Haag is sinds vorige week de officiële vestigingsplaats van het Blue Shield coördinatiecentrum van de Association of National Committees of the Blue Shield (ANCBS). In de toekomst zullen vanuit Den Haag wereldwijde acties ten behoeve van culturele noodhulp worden gecoördineerd en gesteund. Voorzitter is de invloedrijke Karl Habsburg-Lothringen uit Oostenrijk (een directe nazaat van Keizer Karel V uit de 16de eeuw), die zijn sporen in de Europese Parlement verdiend heeft. De Gemeente Den Haag ondersteunt het project met huisvesting en een subsidie van in totaal € 45.000 in komende drie jaar. Meer info: www.ancbs.org

Ter gelegenheid van de officiële oprichting organiseerde de Association of National Committees of the Blue Shield (ANCBS) een internationale conferentie op 7, 8 en 9 december 2008 in Den Haag. Ruim honderdtien deelnemers uit een twintigtal landen nam deel aan de studiedagen. Eén van de sprekers was de nieuwe directeur-generaal van the International Council of Museums, de fransman mr Julien Anfruns, in wie Blue Shield een geestdriftig pleitbezorger vindt.
De conferentie was bedoeld om alle geïnteresseerde partijen kennis te laten maken met de nieuwe ontwikkelingen en plannen van Blue Shield. Daarnaast bood de Conferentie een goede gelegenheid voor het vergroten van de kennis en vaardigheden op het gebied van culturele hulpverlening.

Op maandag 8 december lag het accent op informatie over de Blue Shield organisatie en de relatie met andere hulporganisaties. Op dinsdag 9 december konden de deelnemers zelf aan de slag in workshops en trainingen die gericht waren op het vergroten van vaardigheden en kennis die nodig zijn tijdens en voorafgaand aan culturele noodsituaties. Gerenommeerde trainers van de ICCROM, het Instituut Collectie Nederland en het Nationaal Archief verzorgden trainingen voor teambuilding en risk-preparedness. Vertegenwoordigers van het militaire apparaat uit diverse landen gaven inzicht in de wijze waarop militairen worden getraind om erfgoed te behouden. Actuele juridische ontwikkelingen in Nederland en in de Verenigde Staten op het gebied van cultuurbehoud, werden onder de loep genomen omdat ze een belangrijke invloed zullen hebben op het handelen van de erfgoedprofessional.

Blue Shield Database
Momenteel werkt Blue Shield Nederland aan de opzet en inrichting van een database met daarin namen en gegevens van experts en hun expertise, opgebouwd vanuit het ngo-netwerk. FOUNDING CONFERENCE IN THE HAGUE - DECEMBER 7-9th 2008

ANCBS | AN ORGANIZATION FOR PROTECTION OF CULTURE IN DANGER

Representatives of cultural heritage institutes from all over the world met in The Hague at the Founding Conference of the ANCBS – The Association of National Committees of the Blue Shield, with the purpose of coordinating and strengthening international efforts to protect cultural property at risk of destruction during armed conflicts or natural disasters.

Sunday 7th, 11 National Blue Shield Committees established the ANCBS organization. An international board was elected, chaired by Karl Habsburg-Lothringen from Austria with members from 6 countries. They identified the following priorities: coordinating and strengthening international efforts to protect cultural property at risk, providing and promoting cultural heritage protection training programs and awareness raising with international and governmental decision makers on the importance of the 1954 Hague Convention and its Protocols and the international symbol of the Blue Shield.

The Blue Shield is the protective emblem of the 1954 Hague Convention which is the basic international treaty formulating rules to protect cultural heritage during armed conflict. The Blue Shield network consists of organizations dealing with museums, archives, libraries and historical monuments and sites, cooperating through the International Committee of the Blue Shield (ICBS).

During the conference they discussed their plans and activities to strengthen the network between Blue Shield and other cultural emergency assistance organizations, institutions and authorities that are responsible for cultural heritage. Tuesday the 9th offered a variety of training courses in concurrent sessions to improve the knowledge and skills of the conference participants.

The ANCBS will have its headquarters in The Hague. The city is generously supporting the new organization through its initial phase with office space and an annual contribution.
